- Ixis Naugus - When the basis for his inclusion isn't anything he did (which was next to nothing) but just "the resident CM is afraid of him", then you know he doesn't qualify. In his one episode, he'd almost count as a Designated Villain!

- Archie Comics' Dr. Ivo Robotnik and Dr. Eggman - While in the earliest issues of the series, Robotnik was more of a parody of this trope whose irredeemably evil status was Played for Laughs, he became a straight example when Cerebus Syndrome took hold of the comics. Despite his still Laughably Evil personality and eccentric quirks, his deeds were sufficiently heinous, his backstory gave us nothing to sympathize with, he was feared and reviled by other characters, showed no redeeming qualities or regret for his crimes, and was Killed Off for Real without any measure of redemption. Eggman also qualifies because his Laughably Evil persona is a Joker-esque front he puts on and plays up to hide the fact that he was initially Robo-Robotnik, the alternate timeline version of Ivo who robotized himself and became even worse that before. He too has no true redeeming features and any Enemy Mine situation or measure of redemption he takes never sticks. He overall meets the same qualifications as his predecessor.
